Nice Sargent No. 62 nickel plated router plane with a 1/2 inch cutter. While a 1/4 in. cutter was also included, you usually only wind up with the one in the plane, which is the case here.
The plating is quite dull but mostly intact. The cast iron body is excellent, with no chips, cracks, or breaks. The wood on the knobs is also good. The cutter edge is good with no nicks, but it will need honed.
Per John Walter in his excellent Stanley book: "A sharp cutter will make a world of difference in the performance of this plane." While is was talking top about the Stanley no. 71, it is also applicable to this plane as well. And by extension to ANY plane. Keep the cutters sharp!
The two holes are so you can attach an auxiliary wooden bottom if you need a larger bottom surface.
